The Preparation on the Protection Planning of Historical Culture Protection Area

The Beijing Old City Historical Culture Protection Area Protection and Control Scope Planning prepared in 1999 reconfirmed the detailed protection scope land control scope of first 25 historical culture protection areas in old city. 2000－2001, Beijing Planning Committee organized to prepare Beijing Old City 25 Historical Culture Protection Areas Protection Planning and approved by Beijing municipal government in 2002. Beijing Old City 25 Historical Culture Protection Areas Protection Planning made the 25 protection area divide into 15 units, and prepared the detailed protection planning. It confirmed the detailed content prepared by Old City Historical Culture Protection Area Protection Planning. It emphasized on the following aspects: it should take the courtyard as the unit to carry on the presentation survey and planning preparation, adjust the land use function, highlight further the features and types of the historical culture protection area. It made analysis research on the existing residing population, planned to distribute and reduce the population density, classified the protected building by the present building quality, traditional view and historical culture value, took different protection and renew measures, carried on the planning on the trees, virescence construction. It carried on the alley system transportation organization. It should be more reasonable.

Beijing Historical Culture Famous City Protection Planning in 2002 confirmed the second historical culture protection area list. The protection scope of the protection area expanded to the outside of the old city, it carried on the new exploration on the protection method on the city suburb protection area.

In 2003, facing the important and special old imperial city in the second historical culture protection area, it prepared the Beijing Imperial City Protection Planning, make it become one composite part of old city integrated layout protection. The major content of the planning include: present situation survey, imperial city features and historical culture value research, land use function planning, cultural heritage protection unit protection and use, the protection and use of the building with historical culture value, enceinte, city wall, altar wall, water system, virescence, road and alley system protection, building height control, protection and renew mode, municipal infrastructure planning and environment renovation implementation etc.

In 2003－2004, Beijing City Planning Committee organized to prepare Beijing City Second Historical Culture Protection Area Protection Planning, the prepared objects are including 13 protection area except Qing Dynasty imperial garden in west suburb in Haidian and imperial city. The protection planning preparation highlighted the suburb culture protection area features, emphasized the protection and continuous development of the protection area, emphasized the view protection, strictly control height.

In 2005, Beijing City Master Planning (2004-2020) marked out the third historical culture protection area in old city, and extend some historical culture protection area, it made the view of the old city historical culture protection area more integrity.
