Beijing Overall Master Planning Scheme in 1973

During the period of Culture Revolution, Beijing’s planning and management sectors were cancelled, and the overall master plan was suspend to be implemented. Just at the chaotic situation of Beijing city construction, In June 1971, the working conference on Beijing city construction and city management was held. In the meeting, the proposal for re-compilation of the overall plan on Capital construction was put forward. In November 192 1972, Beijing Municipal City Planning Administration was restored. Through one year efforts, on October 8th, 1973, the bureau put forward the Overall Planning Scheme in Beijing Area and the Overall Planning Scheme in Beijing City Proper (refer to attached Fig. 9) and draw up a report on Several Problems in the Overall Plan in Relation of Beijing City Construction, and submitted to the Municipal Party Committee. This Planning Scheme has been revised based on the Plan in 1958 and on the basis of 13 years summary. But it was laid aside after submission and did not discuss it.
