The Overall Master Plan of Beijing City (1991 ~2010) in 1993

In early 1990s, adapt to the needs of new situation to deepen reform, expand opening and develop socialist market economy, the preparation of Beijing City Master Plan (1991~2010) has been completed ( refer to attached Fig. 12 and 13), the new target and planning scheme for trans-century development has been formulated.

The main principle and basic points for reinforcement of the city function and improvement of city layout have been put forward as following:

Further clear and definite the nature of city a political center and cultural center of the whole country, and set a target to build a modern international metropolis and opening to the outside world in an all-round way.

Put forward to develop the economy to adapt the Capital feature and regulate industry structure and layout, and develop new and high-tech and the tertiary industry.

Implement the principle of development to exercise a controllable guidance to city population, and the floating population as an important factor shall be brought into the scale of development, and strictly control the population in urban area.

Clearly put forward the principle of city development shall practice “Two Strategy Transfers”, namely the stress of city development shall be gradually shifted from city proper to the broad suburb areas, and the urban construction shall swift from extension outside to adjustment and reconstruction. Adjust the city function and layout and improve the city’s entire quality, and develop the suburb towns in a big way, and exploit a new space of development, and clear and definite that the eastern and southern areas are the major direction of city development, and clear and definite that along the Beijing - Tianjin-Tangshan expressway is the main axis of city development.

Bring the protection of historic and cultural well-known city into the master plan, and put forward the requirement of whole conservation and forms a complete system of protection.

Place the modernization of city infrastructure and environment at a prominent position, and put forward the corresponding measures and planning scheme.

In October 1993, the State Council approved the revised Beijing City Master Plan（1991~2010 ）and put forward 8-point instructions in writing for the master plan.
